Measures to address the 'Long Term Issues and Solutions' outlined in Agenda Four of the Kenya National Dialogue and Reconciliation (National Accord) provides a framework to deal with the underlying causes of the violence. If problems of 'political will' can be tackled, agenda 4 goes way beyond 'bandaging' the wounds. For instance, many institutional reforms are now entrenched in the new constitution, and we are beginning to see movement in a number of sectors. The civil society are now using provisions of the new law to demand reforms.Agendas 1-3 provided short term solutions. There are a few problems, but implementation of Agenda 4 can 'trickle' to address violence and IDPs
