Thanks Amrita for problematizing the notion of adaptive. It is almost a truism that adaptiveness implicates a necessary feature of a well governed order. But you have importantly brought to focus the challenges involved in grappling with this concept. As another example that might act as a foil to your claim, the idea of transparency is also quite suspect. Compelling developing countries to abide by strictures of good governance practices and in effect drawing out vital information in the name of transparency could hugely imperil their lot further. In sum, while governance indicators could act as a yardstick to effective governance, the fine line of transgression to misgovernance needs to be trodden stealthily.
