When we talk about development we often focus on 'participation', 'networks', 'consensus', 'the majority', etc. We forget that people matter; and leaders matter too. At the 25th Anniversary of the Consultative Group on Early Childhood Care and Development in Antigua, Robert Myers, the CG's founder, reminded me of the critical contribution that committed leaders make to development.
